Brandon Kealiher is the Founder and Principal of Kealiher Mitigation Advisory LLC (KMA), a national security advisory firm specializing in foreign direct investment (FDI) screening. His practice brings counterintelligence and law enforcement perspectives to government, NGO, and private-sector clients navigating cross-border transactions.

About the Founder

Mr. Kealiher's expertise spans more than 20 years of service as a Special Agent with the Federal Bureau of Investigation (FBI). He spent six years on CFIUS matters, including founding Project Iceberg in 2010, the first dedicated interagency program for identifying non-notified foreign investment transactions of national security concern. At the conclusion of his FBI service, he led the Foreign Investment Unit as Unit Chief, where he marshaled FBI resources in the assessment and mitigation of national security risks across hundreds of transactions and fortified the Bureau's field capabilities in CFIUS mitigation.

Following his FBI retirement, Mr. Kealiher advised the U.S. Department of Defense on CFIUS mitigation implementation, working to balance national security requirements against compliance burdens on critical defense suppliers.

Through KMA, he applies this operational background to assist clients across the full lifecycle of FDI review, bringing a practitioner's understanding of how government agencies assess, negotiate, and enforce national security outcomes in cross-border transactions.
